A foundation is a full time position. I am sure your intentions are good, but are they practical.
I apprecaite your wanting to manage out, but with institution and your other obligations, is this something you can moving, financialy and physically tackle right in a minute.
Your idea may be wonder. Work on a business plan (see SBA.gov) and see if you can truly allot the energy you stipulation to.

UPDATE:
I would recommend that instead of starting a foundation, you ask around to see who may already be doing this. Most big cities already hold multiple organization working on these type of projects. In PHX and a great deal of other cities, they do "Stuff the bus" every year. I would spend the energy drumming up donation for your local organization working with this since they own supply lines and annual donors already. Volunteer with the group and dance to local businesses asking if you can leave a box to be bursting with supplies for the kids.

Go to one of the big grocery store chains and talk to a checker and ask them if they can set up a donation area for institution supplies.
