Real interest rates don’t effect borrowers and lenders they are created by them. Good old supply and emergency for capital.
So when the Fed raise or lowers interest rates what are they actually doing is varying the supply of money by changing the discount rate.
The discount rate is primarily the amount of money banks are allowed to loan out relative to valid assets or something like that.

Sounds like they are the middleman, they own collected the money, but will not give it to you intill you transport the item. Just verify that they have the money, and where on earth and when you can get it once you prove you hold shipped it.
