I guess the thinking when building is that too copious is better than not enough. With too frequent, you leave room for adjectives expansion if the bank decide to hire more people within the future because it get popular. With not enough, you would hold to close down the bank and get some renovations. Real estate is relatively cheap anyway, so they build more than necessary.
