I just moved to Canada a year and a partly ago. Being 40 is the midpoint for moving to Canada. Over 40 and your age starts to count against you. They do have a point system and to be exact one of the variables.
Having a master's degree is a big plus and will probably donate you enough points to gain in right here. When I checked I think the points called for for consideration had to be above 75. Of course the are plentiful considerations like married status and if you have children. I devise Canada is still looking for as many as 250,000 immigrant per year and haven't really reached that aim as yet. I'm not sure if one from Bolivia is a plus or a minus though.
The fees (i.e. landing fee, personal possessions levy, etc.) can add up to around $2,500USD to $3,000USD depending on your dedicated situation.
