I've thought about this several times. The first entry that comes to mind is homeless people. I've asked around, read up on the subject, and from what I can give an account, one of the main reason that many inhabitants are homeless is that they cannot gain employment. To gain employment, employers want an address, phone number where on earth they can be reached. Homeless individuals don't hold these things, beause they need employment to capture them. A Catch-22.
I would start in one city. I would buy an behind the times hotel or apartment complex and renovate it. Once it was done, I would contact local shelters and puff. Individuals who are homeless would be able to come and register, gain shelter and a valid address and phone number. Once they be on their feet, have gain employment and the ability to sustain themselves, they would transistion out, and be asked to donate a small portion of their time every month to the building.
