When they are shopping for an ATM to bolt into the wall, the get the cheapest one, which may or may not own Brail. It isn;t like they go out of thier way to build sure the ATM had Brail.
There also might be a directive about ATM's have to have Brail and when the imperative was made, it did not consider drive through's.
