Answers: In certain places, but not by banks. You would need a co-signer with good credit, and that's if they gave it to you at all.
You don't have much options.

1. Get a co-signor or guarantor who has a better credit
2. Pledge collateral or use loans that require collateral
3 Fix or work on improving your credit history
If you do get a loan, (which is unlikely because if you have bad credit most organisations won't touch you with a 12 foot barge pole) you will pay massive interest. The higher the risk they consider you, the more interest you will pay.

Ask yourself why you need the loan. Can you really do without? What is the loan for? Is it a necessity?

Most people don't really need loans. They just think they do. In fact, if you aren't borrowing the money to buy something that goes up in value over time, like property, you are just throwing money away. Even car loans are a joke.

So yes, you can get approved for a loan, providing your credit history isn't too abysmal. You may indeed need a cosigner or guarantor, and if you're a bad risk, people might not want to do this for you, even if you are a friend. I personally have seen this ruin friendships when people default and the cosigner has to pay.

Do your research. A lot of loan organisations are just scams. Don't take a loan unless it is absolutely unavoidable. It is better to do things a little hard for a while than pay heaps of interest, or 'dumb tax'.

Answers: If you are conversation about a credit card after yes it does take time to post on the rationalization because of the merchant you may have bought from. The card recognize that you've made a purchase and thats why your credit line is decrease. You should probably see it monday because it is a weekend. Yes you can also pay your credit card beforehand the statement comes there is no rule to that.
The system lately hasn't updated yet. Things usually update around midnight. And yes you can settle up off the go together before your statement comes. :)
