Unless this is some weird freak occurance, AmEx does not allow gift cards to be used for paypal/Ebay.
If it has a credit card number, you can probably use it to sign up for a paypal account. Also some sellers can accept credit cards directly. If it is a gift card, then you can probably not use it for paypal.
