Employer and IRS. Also, anyone who is giving you a loan or renting/leasing to you (so they can do a background check).
The company you work/to to work for, school's, major programs for the school(like after school matters, gallery 37, etc) and (i forgot the name, but you'll get it) the people help you get your social secutry check. mabe there more, but thats all I can think of.
Employers, banks/investment institutions where you have accounts, health care providers for insurance claims, life insurance companies, lenders, etc.
Give it to as few people as possible. Choose creditors who don't ask for it when you can. It's a real danger for identity theft. Never give it out online.

The Social Security Number was intended to track your earnings over your lifetime and allow you to draw a pension form a general fund that everyone pays into and every one gets a piece of when they reach an age where they are no longer able to be a useful and productive worker. Or Have become injured or sick in such a way that you are nolonger able to work.
However Upon the invention of the IRS it turned out to be a great way to not only track earnings but force people who wish to save or invest those earnings to register those accounts under their SSN. No Number... No Account!
Since people are allready have a handy number, why not use it? SSN's became the standard of identifieing troops, Keeping student records etc.
The people who NEED your SSN are:
The Social Security Adminestration...It's Their Program.
The IRS to adminester Their Persecution of the working man.
Your State Again to keep track of taxes
Your Employer They are requierd to report all workers earnings.
Your Bank. They are requierd by the government to report on all your earnings.
That's it ...every one else who wants it is either checking your financial records (For Loans, Background checks, Employment verification.) OR Has an out of date record keeping system (Hospitals are the worst for this. There is no reason for them to have your SSN it is just as easy for their adminestrators to come up with another method of verification.)

Refferals to lenders if I don't qualify for conventional financing?
Answers: Be very careful. If there are any lenders in this market lending to non-conventional borrowers be very careful. Such lenders can be very shady. Check with your local or state housing departments first - there may be some program you qualify for.
