How do I write an "I owe you" memorandum?

if you want it to look professional, you can make it approaching so:
I .......(your name), hereby declare that i owe ........( the other individuals name) the amount of .......(the Price), borrowed on ......(the date).to be paid within full by .........(the end date).

Does Paypal use my current funds up to that time deduct money from my Bank Account?
Hey guys,I have a Paypal related examine that I think you can answer.
Ok, read aloud I wanna buy a $15 dollar item off eBay. However, I lone have $11 as Paypal funds and the Paypal acc is connected to the guard.
So if I went to buy the item, will Paypal charge the $11 after a further $4 from my bank? Or is it a straight $15 from my mound ignoring the funds?
