If you dont own a retirement plan then, i would suggest an IRA within some sort of mutal fund. If you have a retirement, afterwards I suggested looking into something that will give you some long permanent status invest, mutal funds. Morninstar.com has an excellent tool that you can research some companies and pick what works best for you.

When do I know when to refinance? Should I consent to it drop some more, or shold I lock in the rate presently?

1% is not bad, but I assume I might wait a bit longer. When/if you do re-finance, remember that abundant of the "fees" they want to charge you are negotiable. Don't newly assume that because they charge you a fee, you own to pay it. If they won't budge, give an account them you will look for another lender.
