If I have a saving account, can I write check?

Answers: Not usually, that's what checking accounts are for. But these days, since you can get interest-bearing checking accounts, the lines between account types have blurred somewhat. You may find that switching to an interest-bearing checking account suits your needs better.

So just go talk to your bank and tell them what you need, they'll be glad to provide it, whether it's a separate checking account or some other arrangement. Or shop around for a better bank, for that matter -- compare account types at http://www.bankrate.com
I believe that you can have funds withdrawn from a savings account as a cheque, but it has to be a 'bank cheque' and the bank staff do it. There is usually fairly prohibitive fees associated with it, so it's not something to do often. I have had this done for me at my bank, but I'm in Australia, so the banking laws are probably different where you are.

Go see your bank personally and ask them there.
