It doesn't it varies from bank to bank. Our bank used to be 3:00 and now is 4:00. It is done so the work can be processed and posted to your account. Otherwise it just hangs in limbo. And the people who process it have lives so they would like to get home at a decent time rather than stay at work til 2 in the morning processing work cause people want a longer bank business day.
