That's called a "balance transfer". If you have two credit cards, you can instruct one of them to write a check to the other.
The catch is the second credit card company will charge you a fee of 3% with a minimum charge of $10 for this "service".
Before the transfer: Amex card with $5000 balance & Visa card with $3000 balance.
After the transfrer: Amex card paid off & Visa card with $8150 balance.

I need to incline $550 by the end of March. All I own is $140 right now. My parents won't tender me some money they said "You need to return with the money yourself". I can't babysit or work either. Maybe you should try have a garage sales next to things that you no longer need Clothes ancient toys or whatever lays around that is to say your that you no longer need.
