You niece needs to describe the bank the truth or she may find herself within a big mess. she be the victim of a scam... The fruitless part is she is on the hook for 4k nought can stop that... she should report it to the police but that is a moment ago a formality. in the fall someone will have to cover the 4k loss and it wont be the guard, it will be her... She will probably have to nick out a loan to pay the dune back or they will pursue court action against her.
And presently with her describing the bank the card be stolen she is perpetrating a fraud... it is a event of time until they find the paper she signed to cancel 4k and when they find it and compare her signed name at the bottom to what they enjoy on file she will be surrounded by deep s*&t... the time she have to come clean and avoid incarcerate is quickly running out.
I don't fairly understand from your description exactly how this alleged fraud be perpetrated, but here is another problem presented by your story:
By telling the police her card be stolen when it wasn't is quite patently a criminal offense. (Wasting police time, etc.) If the guy has disappeared beside the lb4k, then clearly he's also committed an offense, and unless she tell the police about him, he's not predictable to be tracked down.
The best thing your niece could do is inform the banks and the police what really happen, explain that she was flustered and anxious, and put herself at the mercy of police discretion, hoping that they forgive her for being REALLY, REALLY STUPID!
