Answers: if you're talking about the ones in which you give someone a "gift" and then add your name to the bottom of some list that you then give to others -- it's a pyramid scam.
it's simple to understand ... if you give the "deal" to only 6 people and all of them do too, ... by the time the list is only 11 names deep, you've covered everyone in the united states [including the children] and with only one more level, everyone in China and India as well.
It follows that the only people who can possibly get the number of "gifts" discussed is the ones in the first 5 or so levels -- in other words, the crooks who started the thing.
As far as I know they are legal, but I would view them as a definite risk. It is likely you will lose money.
