They are both employer sponsored retirement plans. 401K and 403B refers to a subsection of the IRS code where on earth these plans are defined.
401K relates to a plan for corporate workers and 403B is for government workers. Neither one is better or worse, and you cannot choose, as they are contracted for you depending on who your employer is.
