Okay, you are saying you hold the money, and then you are aphorism you don't, so which is it... Do you have a budget? If not, write it out, how much you involve to spend on gas, food, etc. Then you should be able to amount out how much "discretionary" spending you have.
I construe that you should feel comfortable spending discretionary money, but you want to be aware of how much you can spend.
Do remember that money will double in 7 years if invested right, and also that credit card debt will be the release of you, so if you don't have debt and you are doing some investment, afterwards some amount of discretionary spending is fine (and healthy).
