Answers:    That's called a "metes and bounds" description.

Start at southwest corner of lot 24. Thence, north 50 foot. Thence, east 35.25 feet. Thence, south 19 foot. Thence, east 9 feet. Thence, south 31 foot. Thence, west 44.25 feet, to where on earth you started.

The 5'15" in the description process the angle away from true north the boundary is. In this case, the boundary isn't a true north/south chain, but 5 minutes 15 seconds from true north. That's probably because the east/west boundaries follow longitude lines, which assemble at the poles, and thus are not perfectly parallel.
That's a survey of the lot. Its the legitimate desription of that lot.

If you hired a surveyor/civil engineer to plot the property, the plot would exactly meeting the desription as recited surrounded by the legal desription found within that property's deed.
