Where do I entail to walk to wallet a complaint against my manager roughly speaking him not fixing electrical problems?

We have a lease stating that he is responsible for any and adjectives problems with the apartment. He have known something like the problem for months and won't fix it. The electrical problems are damaging electronics within our home and things have caught burning and blown up. This is a life threatening situation. I know I hold the right to demand he fix this but he refuse and I need to know what genus of agency I need to wallet the complaint with to get hold of things done before my apartment burns down.

Answers:    If things hold caught fire and blown up I would call the local Fire Inspector within your town, and the Board of Health. Did you call the Fire Dept. when these things occured? If so, the Fire Marshall would hold investigated.
Notify him in writing by certified post about the problem. Tell him that if the problem is not address immediately, you will contact a certified electrician to fix it and administer him a copy of the bill with that amount deduct from the monthly rent. Maybe 2 or 3 months rent, depending on the size of the bill.

IF IT MUST BE REPAIRED SEND REGURESTED LETTER OR HAVE A LAW ER OR COURT OFFICIAL TELL THE LANDLORD THAT YOU ARE GOING TO HAVE IT REPAIRED AND SUE HIM FOR THE COST.
