I dont know of any special programs that will help you move. But if the head is in the ground or exterior of house because it is an elder home there may not be much to correct the problem. I would lift a guess it is the soil because 2 yr olds start playing outside at about that age, and federal and state regulations require children to be tested at age 1 and 2 so I am assuming your sons 1 yr front test be normal so if you hold lived in impossible to tell apart house and now your child plays outside it may be the dirt.
