You can, but under what venue? Are you buying from some late night TV advertising scheme or online site?
Make sure you are buying through reputable sources, or you could find yourself parted from your money with a basically worthless property to show for it.
You can purchase inexpensive properties and sell for a profit immediately, but since so many professional investors are scouring the market for deals, don't you think anything that was a great deal would have been sold already?

In your case, and because of the nouns...the city of Cleveland may mandate it.
Whether the sale is voluntary or not doesn't appear like basically cause. The switch would be if the seller have legal title to supply the property. Even if the seller doesn't know...they can indicate that as such.

I dont focus it show all of the Dutch auction in your nouns, only ones to be exact comparable to yours.
