Moving to West Haven, CT. What do I involve to consider when looking for a rental?

RE Agents - 3BR in a fully clad but not-too-pricey neighborhood. What kind of price ranges am I looking at? What should I survey for in that nouns? Any suggestions? C] List appliances not properly working, leak faucets, "running" toilets; spots, burns, stains and tears on rugs; cracks on ceilings, walls and floors; chipped, missing and broken tile; cracked, stuck, broken or missing window and screens; and adjectives other problems as they appear in that room or nouns.
