Does this pet tax sounds rational?

I rent an apartment, and have two cats. The duty is a $300 non-refundable deposit for EACH cat, and an additional $25 per cat per month. The one and only thing the lease say about pets is that within is no unauthorized pets allowed. Pets are allowed only beside permission. But the fees are unnamed in the lease.

I've paid $150 per cat and $300 a cat until that time. I personally reason 300 is a bit steep. I've never had to reward and extra amount per month though. I would think one duty or the other should suffice and not both. That's my view anyway.
I would plainly try to get some kindly of agreement on the pet fees on the lease and ask to see some kind of sanctioned set of rules and regulations.
I"ve heard of pet deposits person higher. So no that's not unreasonable. Having a pet allowance that high and an increase surrounded by rent per cat will help discourage population from getting pets, which is what the landlord requirements.

You do not own the property.

Not sure what can be done, but your right around the fact that they are suppose to furnish you 24 hours notice. Check near the district justice contained by your area.

Answers: yes there is a limit. Many times apartments will have a water meter on them. You pay for the water. I have reasonable usage on paid utilities. Meaning if you have a water leak you must report it. A 69 cent rubber washer on a running toilet can cost $200 in a month. It is your responsibility to report utility wastage to the land lord.
Why would you want unlimited water??

I've even had the city turn a meter off on a unit where the people let the water run in a sink so that their dog can have fresh drinking water during the day while they were gone.

Some places do not allow you to wash your car.
