I live in FL and it's thoroughly expensive to live here. A run-down apartment is like 800 USD (541 Euro) a month. In Ohio, I'd assume it's much smaller amount, because there's no beach, mountains, etc...

I can't make available a precise answer. There are too many cities contained by Ohio. You can go to websites approaching www.rent.com or www.apartmentfinders.com and search for specific areas. There are rents given at respectively community's site, but you'll probably have to do your own currency conversion.

You can find available grants for free at grants.gov. Everything is free and very easy to understand.
However, I seriously doubt you will find anything. Your city might have a program, contact your housing authority. They may also keep a list of people like you needing help for people seeking to give it. My city does. Churches, boy scott troops, job training schools, etc are often looking for people like you.

Answers: To get them off the mortgage, you are going to have to refinance the property.
Call a local title company to see how you have title in the home, and ask how to get the person removed. Everyone loves the quit claim deed because it is cheap and easy, but it is the flimsiest way to convey title, there is no warranty to this type of transfer and is generally just used to correct an error in title, not remove someone's name completely.

Taking someone off of a deed is easy, go to your title company and they can do a quit claim deed and have it recorded in your county. As for a mortgage? No way unless you refinance the loan in your own name. All the people who originally applied for that loan stay on that loan for its life. So you must refinance that loan to remove a name, even if the person has died, they remain on that loan.
