How do I find out of my lease or is it too overdue?

My landlord and I hold been conflict for the last six months or so more or less repairs that needed to be done. For the last four months I hold refused to repay him rent until the repairs (which are major and necessary) be completed. He has not repaired any of them. Now my lease expires at the terminate of next month and I am wondering what can develop to me since I have not compensated. Can I still break the lease or is it too late? Also the city I live surrounded by requires landlords to have a rental license since they are alloed to rent the property, and I know for a fact that he does not own one. Does this make the lease null and blankness since he never got the proper license to rent the property to me?
