Firstly, I'll assume that your dad's friend is not going to form a family nucleus with you (ie, not going to marry you or anything), you will only be appling with just your dad's friend (ie, no children, siblings or anyone else) and that you will not be living with your dad.
As such, you cannot get a NEW HDB flat as you do not form a family nucleus.
You can however buy a resale HDB flat using the Singles Scheme from HDB. Do note that you must be 35 years old to apply or 21 years old for orphans and widows.
The short-cut if you are unsure is to apply for your HLE at HDB and bombard them with questions. Natrually, that will not make you the most popular person in the q.
If you still have problems, you may wish to engage an agent who will do everything including the search, calculations and processes for you. A GOOD agent will save you more than the 1% commission you pay as they have more up-to-date information and are experienced with negotiation. Not to mention the time spent. It's a simple math of which is more important... How much you get or how much the agent gets.

i don't think its possible to buy HDB flat with someone who's not your family member, you can try check with other housing agents you can get on 88db, or maybe just check with HDB themselves
