Oh, I forgot one last option, if you have at least 30% equity in your home you may be able to get a hard money loan. Howerev, if your purpose for a refi is to lower your payments then that will not accomplish this goal as the rates are very high.

I'd say somewhere the mountains are, since I don't like the hot weather within the south. I'd have to enunciate North Carolina since I like the culture more than surrounded by Tennessee. I don't know how high the mountains receive, thus I'd say Tucson Arizona (at 5,000 foot elevation) or Anchorage Alaska since that's my type of weather. I find the south to be way too hot. At the run of the mill 2,000 foot elevation in Tucson, it would be too hot for me as it would be all right over 100 degrees. The problem is that Denver snows too much for me.
In other words, I really approaching a dry climate that ranges from 20 degrees F to 90 degree F.
