The rent is $495 a month, I would like it at $400-425 a month

Answers: You say they're desperate to rent, so be paid a counter offer.

You're right it is a bummer when you bought just a month ago.
Remember though, the Fed's rate is for bank-to-bank loans, and doesn't other translate to mortgages. Usually - but not always.
Wait a couple days and name your lender - ask them what they recommend. As it is, your appraisal, credit check, proof of income, etc., is all fresh.
If you didn't use a mortgage broker, check near one of them rather than a ridge.

Why not telephone the company your mortgage is with and articulate under the circumstances, what can they give and what will they "reuse" for closing costs. If they won't play ball, check out the competition and see if it's worth it:

Do check you can refi that soon after signing up for a mortgage. I believe within some cases you can NOT.
I hope you have a no prepayment cost mortgage, otherwise you better keep what you enjoy.
