Answers: Probably that the real sign fell rotten and the black sign was the board bringing up the rear the real sign. Either that or vandalism, or perchance someone put the post up and will get the sign out within later. I wouldn't read to much into this, sounds close to a mixup of some sort to me.
Either the sign fell apart or whoever hung it hasn't finished it yet.
