Anybody have a unpromising experience next to locators, inc. apartment register services (philadelphia, pa area)??

Just wondering if any1 has experience to share nearly Locators, Inc. services---they're also called Locator News, Inc., w/locations adjectives around Pennsylvania, but I think they're also contained by Delaware, etc.---they have apartment listings, but they want almost $200 to sign up!! Is it worth it??
