Twice, when I bought my house and when I refinanced it, I didn't take the good belief estimate until I went to close. It struck me as weird and wonderful, because that is something you should carry before mitt to see what everything is going to cost in the long run and what charges you will own to pay for.
Next time I buy a house, I will categorically ask for a GFE up front. I think have I gotten one prior to buying my house, I wouldn't have bought it and would enjoy gone elsewhere.

There is one technical "loophole" to the 3 hours of daylight requirement for a good principle estimate and that is if you applied to purchase a home in need having a purchase contract.
Basically, until you own a contract, you don't have an application and so no honourable faith estimate is required.
That self said, any halfway intelligent loan agent will capture you an estimate regardless because you will go elsewhere if he or she doesn't! right? :)
