Buying a flooded home.. appraisal?

About 2 weeks ago we made an offer on a house, smaller amount than the appraisal, and it was agreed. Last week the whole town the house be in flooded. This house is not on a flood plain, contained by Iowa everywhere got flooded, but concluded up with just about 4 feet of river in the partially finished basement. The current owners are contained by the process of gutting the whole crypt, ceiling included even though it wasn't touched by water. Replacing furnace and river heater as resourcefully.
