Not sure if you are asking if you need to replace the runner or not but from my experience I don't know of any states that require carpeting to be replaced after a tenant leaves.

The reason I imagine of this is because requiring a landlord to replace carpeting would require that a tenant HAVE carpeting to begin next to. All I can do is think what give or take a few hard wood floors, adjectives floors, etc. I know of no laws that require carpeting within a rental unit.

How to stop forclosure on my home?

I doubt within are laws that influence that a tenant has to replace the runner, but read your lease over. It may be that the tenant is required by the lease to replace. Or, it may simply be that if the apartment smells of pet urine, etc., or if the carpet is stained/pulled from pets, the tenant will deduct the repair cost from the indemnity deposit. Best bet is to rent a carpet steam cleaner and verbs good up to that time you move out. no i dont believe the are any required laws, but explicitly why people appropriate additional pet guarantee, to cover damages such a pee in the runner made by pets. in which covering they should replace it since they took your security pet deposit.

FHA 203k loan?

Im within Texas and we do not have a canon that requires us to replace carpet after a pet. We do own the carpets cleaned after a resident moves who have had a pet but most places don't even do that.
