If they really are neighbours from hell,

- firstly hold on to a record of everything you perceive is disrupting you and evidence if possible (if loud music is human being played, record it)

- ring the proprietor, and explain your issues

- if the issue isnt dealt near contact citizens advice and see if you enjoy a case, if so write the manager a formal letter again of your issues and what exploit you want to be taken and if nothing is done you will be taking them to court

- within the unlikely event of your issues being deal with after seek legally recognized advice

Where are you doing the closing? If it's a Title Company, see if they own an attorney on staff. Ask an attorney to review the contract and see what's actually within.
