Theres not too much that you can do. What you want to do is keep hold of filing crash complaints with the police. Dont read out its a bird. Just say that nearby are loud noises coming from the apartment. We have a neighbor with a stupid yappy dog once and explicitly how we had to knob it. The landlord does not want to perform because then the tenant leaves. The police will come out and database a complaint though. If it is something that the other neighbors are affected by as all right, then you should approach your hotelier as a group and ask that he take exploit. And if all else fail.....you could always 'accidentally' tolerate a hungry cat into their place ;-) Best bet is to file the complaints near the police and eventually that will lead to a fine.
