I would not support trying to build a home, it is very costly, and I am unsure that you could do such a entity without have some capital to work near. However, with a reverse mortgage, you may know how to purchase a home, and actually live here without making payments, and possibly have money come back to YOU.
Reverse mortgages are something that my company is starting to look into, but we are not offering them all the same. You can look up more information about them on the Fannie Mae website, and I am sure that the subsequent bunch of posts will be with solicitations on how to obtain one.
Be careful and read up on them. My experience is limited at this point, so I will not try to edify you on them, but I will say that the program is not set up for someone who hopes to give up your job a family home to heir!

You've said twice that he didn't ask for clarification. But did you GIVE it?? You also own a responsibility here. You could try explaining what services are considered utilities and see if he goes along beside it. I suppose if you wanted to run your ex-roommate to Court TV, you might win some money back. I suggest you consider this tuition for one of life's lessons-the-hard-way and bequeath him his deposit back (less damages).
Next time, build sure you have a rental agreement. You can find standard rental agreements at bureau supply places. Make the changes or additions you have need of, like what I suggested for utilities. State exactly which utilties are included and what the renter's responsiblity is if he/she exceeds their restraint.
