2) You must select a general contractor - a GC perform some of the work (hopefully most of it such as foundation and framing and hires specialty sub to perform plumbing electrical, roofing, siding etc. The trick here is to find a reputable GC who have a string of reliable subs - not an easy duty.

3) Everything must be reduced to a formal written contract that specifies what will be built, when it will be completed and at what price. The use of liquidated damages (penalties to the GC for not completing the work on time) are imprudent - they simply drive up your costs and do not really assure you of on time completion.

4) Most importantly know what you want and stick to it. You are at the GC's mercy when you want to take home a change during construction. The time to put together changes is during design reviews until that time you have hired a GC.

I wouldn't do anything to "get revenge" on your neighbor. That will solve zilch and could hamper any legally recognized action you may bring in the adjectives.

You should look up the Landlord/Tenant laws for your state. Hold your manager accountable!! If you can pack to another apartment and find yourself a wearing clothes bf then you can forget him. If you want to attain back at him, he may bring back worse and the situation will continue. You nouns pissed off but you own to win this. Even in a soft souk a rent-to-own should be able to deal in. If you could get a HEL for 40K, you must own a decent amount of equity. You might own to wait on buying a latest place until this is sorted out, but pretty much anything is a better idea that going into foreclosure. How ingenuitive you are. How cute.
