I ponder zip codes or the city limitations may not be the best way to determine this. There are a lot of discrepancies surrounded by the zip code system (zip codes that exist within more than one city or even more than one county). I also know for a fact in that are many locations contained by the Los Angeles area that are acknowledged by the post office by more than one city term.
I would check with the housing department to be positive. They might be able to provide you next to a map, or at least the methodology you can use to find out what areas are rent control and what are not. See below for a knit.

30 days consideration for not renewing your lease?
I live in Tennessee and hold been renting an apartment for 2 years, beside 12 month leases. Our lease is up May 1st. We bought a house specifically closing Aril 28th, so we told the lanlords (it's a big complex of 1000+ units) that we were going to move out by May 1st and not renew our lease. But because it is not 30 days become aware of (it is 22 days) they said we have to salary for May's rent on a month to month basis which is 200 dollars more than we be originally paying per month.Does this seem carnival, we're only recitation a week later than 30 days. We're gonna to be paying 700 dollars for a empty apartment...?

1. A lease is for a specific period of time, till May 1st.
2. There are typically(or atleast I've never seen) provisions for automatic renewal(unless month to month) or, and this is laughable, rent to be precise due after the lease is terminated...
Unless you were on a month to month lease, you would not enjoy to give concentration to quit. There are typically notice period only for yor preference to renew.
Another issue that I have beside this situation is when did they give you spy of the rent change? Typically, create I don't know what state you are in, 30 sunshine notice is required by the hotelier to make change... The door swings both ways here... They CANT raise your rent in need providing sufficient notice, any!

22 days is not 30 days. You were too in arrears so you are going to have to reimburse the one months worth of rent. It's the law.
Well I didn't know first of adjectives you had to pass a 30 day sense if you're not renewing. I mean to me it sounds close to you're being penalize for not renewing. Like you don't really have an odds. I figure as long as you informed them that you're not renewing and wont be surrounded by the apartment, what difference would it make. Typically, in the lease that I've seen OWNERS and their agents hold right to enter the property with modest notice (typically min 24 hours).
Read the lease, typically this will be lower than the NOTICE paragraph or ENTRY paragraph or INSPECTION.
It is not uncommon for an owner to inspect an apartment/unit when a tenant give notice and again at the lease termination.
Sounds to me close to you are dealing with an a**.
