Landlord say I am responsible for hiring a plumber?

This morning around 10am I awoke to my Landlord pounding on my door. I just only just made it to the door to stop him from walking in ... I be not dressed and live in a studio apartment. Once I slammed the door on him and told him to swing on ... he started yelling through the door and next once I was finished he come in
He started yell saying that near is leaking into the lawyer offices below my element and it must be my toilet. He barged by me and into my washroom to find NO water no leak nothing. At this point surrounded by the morning I had not nonetheless even used the toilet yet so I have done nothing ... He consequently flushed the toilet and the water rised to the top and of bowl. He next flew off the pedal and said WHAT did you do to it?!?! Well two seconds following the water go back down no leak no over flow nothing.
I go downstairs with him to see the blight as he continued to belittle me and tell me I have done this and that since he does not live there that it

Your landlord is responsible for plumbing. AND he is disallowed to harangue you.

And this guy sounds close to he needs an training in tenant hotelier law. Your state and local law govern your landlord and you. Go cram them! Print them! Put them under his snout!

Maybe you did flush something down the toilet, which would make it your problem..but after maybe you didn't..he won't know until a plumber data out what is wrong. Maybe the pipes in the department are the problem.

Call the housing authority and let them know what is going on. They will at lowest document the problem.

Please ring 911 next time he barges into your apartment! I would also document adjectives of this and start procedures to get a restraining lay down put on him. Even if the leak be your fault, it would be his responsibility to hire and reimburse a plumber. YOU RENT, HE OWNS! I would also find a tenant's right group, they are all around and contact the city. They will sort him fix the toilet and plumbling or he would have to pay envelope fines. As far as your boyfriend goes he can come and shift, you are not breaking any laws by have him stay. (4) As a Tenant I enjoy certain rights; you cannot threaten or procede to evict me because you would prefer that I retribution for the plumbing problem inside the building. You must provide me with a working toilet.(reference your State Laws first next to Landlord and Tenants Rights Handbook - check on the State Govt. website) Post it at his residence AND send it to him via certified letters. Get photos of the toilet and flooring area fr proof or videotape the toilet flushing to show that it does work fine. YOU MUST stand up to your rights as a Tenant.
