Answers: I use a web host that is in between a free website (which will not allow you to have your own domain name) and a web host with ready made templates/generic pre-built sites, The web host that I use is manual in the sense that you customize it to your interests. Anyway having the proper tools can provide the "how" when it comes to building a website.

If you just want to build a web site for personal use, you can go to http://www.hostgator.com . They are really cheap $9.95 a month, I think. Not sure what the set up fee is for them.
