Answers: Generally speaking, here in England, they are cheap labour work . there are a number of adverts for people to stuff envelopes, glue boxes together, slip flyers into magazines, address envelopes . so on and so forth, the money is average to poor (per hour) and there are always targets that have to be met . what these jobs require for what they want to pay (because the market they are targetting are those who can't work in a regular job through illness, injury, or home commitments) is nothing short of slave labour . I wouldn't necessarily say they are a scam, but I would say that they pay peanuts for what they get and if you can find an alternative type of work - do it .
I think a lot of them are scams but my daughter worked at one last year that was not a scam. She did it around Christmas (I guess I should have said "year BEFORE last"...2006) to supplement their income. I wish I could recall the name. I'll search and hopefully find it. It was a customer rep sort of job. You say when you can work, they post assignments that are available and YOU DECIDE if you want to work those times or not.
You answer the phones for infomercials and eventually can work up to HSN, etc. They have several places your know of that they serve. I don't think it pays a lot (you aren't going to get rich) but if you want to stay home and make a little on the side, this might be your thing. IF you decide to do this, though, make sure you put $$ aside for taxes or you'll be sorry when April 15th comes around. :-)
Most are which is sad when you consider 155,000 people per week sign up for something hoping to become financially free. Many sites play on societies' laziness and desire to earn something from very little effort. Those are the worst.
What happens to all these people who sign up for these scams? Usually they end up being sucked out of a bunch of money and eventually find themselves kicked to the curb.
If you figure that scams out rank legit offers 42-1, it's tough to find that one.
There are two type of legit offerings - a home based business where you actually pay a small fee to get started, income is uncapped, meaning you earn based on your efforts and movement of a product or service.. and 'virtual assistance' JOBS, where you get trained and paid an hourly wage for hours worked while clocked into the company's system, doing what ever the task is.
Unfortunately the only on line JOBS I know of to be legit are only offered for US citizens.

I've been a Consultant now for less than a year. It is a wonderful, rewarding home-based income that I can manage.
I have 2 children under the age of 3 and pregnant now-And I still can work my own hours.
Finding a legit home based business can be like looking for a needle in a haystack because people don't typically go spamming their link in a place like answers or on forums and groups.
If you want a home based business, is it something you want to be able to proudly say you are involved in when speaking to people you know? Are you looking to hide behind a computer and just spam other people or is it something you you intend to work off line also?
I'd like to offer you a bit of quick advice though while looking through all these offerings that people are going to spam you with. Go to the site. Are there claims of making BIG money?
Can you readily find the compensation plan AND especially the Policies and Procedures - BEFORE you sign up?
Is there a phone number or contact person that you can call and actually speak to before you sign up? If the site you are looking at doesn't have these things then I would keep looking.
True home based businesses have 'teams', people who work together to help each other, NOT, here sign up, here's the tab for training, go spam this link, good luck. and you NEVER EVER talk to anyone from that company or opp.

Additionally, this particular travel business has meetings all over the United States, Hawaii, Puerto Rico and the Virgin Islands where you can meet other people in the business and evaluate for yourself.

That totally depends on what you are looking for. My advice...find something you are passionate about. Because if you don't like the business or product you are selling, you will be miserable.
