i got here through the small business administration, it might be helpful, as you will probably find lots of other things from sba.gov. i don't have much background in magazine management or anything, but in your circumstance, i think you'd have to make sure you've got distribution down to a science in order to minimize costs, and have a wide distribution at first to access a large group, and perhaps you'll need to target certain retailers as well.
