Answers: Join appropriate local clubs--small business and such and network.
Invest some either free or deeply discounted work in some legit things in exchange for free publicity. Example: contact your local public high school and see what kind of upcoming events where your kind of work would be used are coming up and talk to someone in admin about giving a great rate (or discounted) in exchange for acknowledgement and some word-of-mouth. With all the SPORTS, GRADUATION, PARTIES, etc. there MUST be something where you can get some PR working from doing a good job. Just make sure you don't go overboard and expend more than it's worth.
Can make the same offer to your COUNTY hospital if it's within your business are (people are not coming 50 miles to work with you).
Look for a legit charity--Habitat for Humanity or such and make a similar offer. Ditto your church, Boy Scouts, whatever.

Look for SMALL local publications and see if they cover new businesses--many do. If not, have you got an angle for a feature story? Do some charity work and you do. Ditto radio, TV, mags locally.

Try to get contact information of the people that would use your business. And send them an email or give them a call.
Consider helping out with events, supply them with free banners and put your logo on them. Pick events that you feel your customers may be at.
