Do you own experience or education specific to the industry? If not, I'd suggest working for a while for an existing carnival planning company (although you might not tell them that you want to start your own, they will probably reason you just want to steal their clients), or look into college classes contained by the field. I have a friend in college who be studying business & public relations with an inflection in event planning. Speak next to an admissions counselor at a college to find out what would be available and appropriate. Education & experience will not single help you succeed surrounded by your business (duh!), it will also make you look better to lenders if you enjoy to borrow money to get started.
As for name, maybe "RSVP Party Planners," "Festive Affairs," or "Gala Events." Find a christen that employs some word or phrase i.e. common when conversation about party.
