Drawing by appendage is a rare art. Today's drafters are mostly automated via ACAD or some other bundle. Automated drafting is not faster but allows for revisions to be done faster. Being that you have be away for 17 years it will be hard to compete esp as a unmarked business. The good word is that ACAD is not very not easy to learn the unpromising news is that it is expensive but worth the price. I would promote you to get the restrained version of ACAD stick to small clamber residential and maybe contribute your service to small scale Architects who enjoy no computer skills and need some extra abet.
