Once I have to wait three month to receive something I sent to myself surrounded by from London to France... So Singapore... it's gonna take ages!
Did they opt for insurance? If so afterwards the carrier is responsible for the t-shirt replacemant. If not, once you own shipped the t your obligation have been met. You do not enjoy to re-ship the t.

I infer it is your responsibility because end of the afternoon, you are the person who is merchant here and you have sold your product to someone. If they don't receive your product you call for to pay them rear legs as per law but again cross verify near the post office whether the product is deliver to them or not. You enjoy to be very vigilant because buyer can even sue you for that reason.
