First clue - when did you ever own to PAY to have a assignment?
2nd Clue - I did a whois.net force out of the domain name and it be established in Nov 2007 - and even so there is a testimonial stating that someone have been using the service for 6 months... that doesn't append up as the site has lone been up 3 months.
3rd clue - the paypal check on the testimonial page date back to August 2007
4th clue - not a soul is going to make $70k sour of G00GLE ad words surrounded by one months' time. I would suspect the check is bogus especially since I have never certain paypal to MAIL a check... Paypal pays into your bank acocunt.

This scam is well set in copious areas and I guess is just one of the lots to come into India and rip off the population of that country.
If you applied for a job at a local establishment - would that charge you a excise for information about the application? I don't devise so... Just because it states it is an online JOB, does not make it any different.
