All you have to do is create an story and then post your project. You can choose what your budget is and the programmers will bid for your project. It's sort of close to ebay, except they will bid for the lowest price.
Tip: Don't choose the lowest bidder as they may not be qualified for the project. Always look for reviews by other buyers. Ask for references.
