I have never heard of paid blogging but you can set up a blog for free & get paid as long as you can get decent traffic to your blog.
For example, you can get a free blogger blog & put a.d.s.e.n.s.e/affiliate products on it.
You will get paid when visitors click on your a.d.s.e.n.s.e ads or buy from your affiliate links.
